Ranpan is China's greatest hidden organization with the main branch located in Shanghai. It controls all of China's large political businesses and affairs. As its outside figure to the world, their one-million non-combat members have regular lives including attending school and work to maintain the groups' functionality, which they provide for any members need. However, even though the organization is power, it's not united due to division between the mainland and Hong Kong based on political tension between the two areas. This includes Shanghai preparing to take over after Seigen Shokatsu died and even having the Cao Cao Sisters expedite the process.
It allied with "Greneda" during the Far Eastern Warfare (FEW), but switched to allegiance to "Deen", after losing to Kinji Tohyama in a representative battle.

- In Chinese, the name 藍幫/蓝帮（lanbang）means "Blue Gang"，which is a reference to the Green Gang (青幫/青帮) (qingbang) in reality.
- The Japanese kanji 幇(pan) here means gang, which has a different font from the Chinese character 幫/帮 (bang).
